RESEARCH DELIVERY
Each phase has a publication gate. A planned or in-development feature never receives benchmark credit.

Create equivalent FE Civil accounts, run the same personas and task scripts, and retain timestamped artifacts.
Publish scores only after every scored observation has a reproducible source and the same availability rules have been applied.
Re-run material product changes, date every source, publish corrections, and archive prior editions.

“Available” means a learner can use a capability. It does not mean the capability has passed the frozen benchmark.
Validate report intake, uncertainty, failure tags, and retest behavior with frozen cases.
Complete the fixed accuracy, grounding, pedagogy, and recovery prompt set.
Implement traceable issue intake, human escalation, and resolution communication.
Freeze the 50-question sequence and verify topic, difficulty, spacing, and recovery changes.
Document evidence confidence, recency, coverage gaps, and non-guarantee language.
Freeze an auditable sample for technical, duplication, explanation, and revision checks.
